Kathleen Suozzo, P.E. and James Suozzo, P.E. formed Delaware Engineering Services in 1987. Three years later, the company was incorporated in New York State as a Professional Corporation (P.C.). On July 1, 2004, Lawrence Rogers, P.E. and David Ohman, P.E became the firm's new President and Vice President respectively.
